Hi Lana,
I'm not familiar with the #21 pigment - but I had a similar experience
with the Matsumuara pigments when I used them on a non-Japanese paper!
Several people tried to help me figure it out & we came up with the
theory that the paper had been bleached & the bleach was interacting
with the vegetable/mineral pigments. So, my next question is: What
kind of paper are you printing on?

It was Masa, and today the bleeding was worse! It
transferred onto other prints!!! The masa dried out
after the color blocks were printed. I misted them
and let them sit over night. The next morning, the
dye had bled worse and the paper transferred off onto
the key blocks. I literally wanted to pull my hair
out! I guess Masa just isn't good enough for multiple
printings...
....but that's what happens when you're on a student
budget. :(
Oh, um, do you think it will do the same on Hosho? Is
Hosho bleached?

These symptoms very much sound like a sizing deficiency, rather than
anything particular to do with the pigment ... Is this paper sized?
When you take a dry sheet of it and dab a bit of moisture on one
corner, does the water immediately get drawn in like with a blotting
paper? If so, then maybe you're trying to print on unsized paper -
this could certainly cause the 'halos' and the paper sticking to the
blocks ...
